Stop synchronizations when Backbone is restarted

By default, when you restart/reenable/reinstall Backbone, all previously started synchronizations will automatically start again.

If you would rather want that Backbone didn't automatically run on startup then you can tell Backbone not to start any synchronization upon restart. This might be the case if you cloned your production instance and obviously don't want your staging instance to connect to the other production Jira instance.

To do so, please set a JVM property restoreBackboneStatusAfterJiraRestart to 'false'.
