Symptom
When an attempt is made to export a space and/or page, the export does not occur and the following error message appears:
Cause
An error message will be displayed if the user is associated with a user group that has been restricted from exporting, or if the space has export restrictions applied to it.
When a user is restricted from exporting from the page tools, they can still attempt to export via:

a Scroll Export button being included on a page

the REST API
However, in both cases, an error message will appear notifying the user that they cannot export because of export restrictions.
Resolution
The affected user will need to contact their System Administrator or Confluence Administrator in order for the export restrictions to be changed.
